The research and technology transfer section of Khon Kaen University and Division of Research Administration sees the benefits of utilization of innovation research results by lecturers and researchers for national development, especially the Northeast. This responds to Thailand 4.0 policy. Therefore, knowing the policy and direction of the use of research innovation for deploying developmental work is important. This talk will acknowledge lecturers, researchers, and related people to know the government’s policies an od operational concept.
Dr. Suwit Mesintaree, Minister of Ministry of Science and Technology explained about Thailand 4.0 policy of which the government has laid 2 key issues: what method should be used to change the socio-economic structures of the country by mean of innovation? and: How to prepare Thai people for the 21st Century? After the Government started to deploy Thailand 4.0 for 2 years, there was a major problem and obstacle – an organizational unity, especially an organization that is a door towards success of the transfer of Thailand 4.0, the ‘university’. Universities need to modify their policies and working concept. Nowadays, universities are affiliated with Ministry of Education, and the traditional concept is to continuity of education from foundation towards tertiary level. Today, this concept cannot be used any more.
Dr. Suwit Mesintaree added that the transfer of universities to founding of Ministry of Tertiary Education, Research and Innovation may not respond to Thailand 4.0 if no new roles of universities are stipulated that are consistent with the policy. There are 8 principles to base on: 1) Transformation of structure, process and potential of personnel in the agency 2) Foundation of the Future – setting a clear future foundation with a new model that can answer the changes that lead to innovative capacities 3) Leading through Strategic Funding, which can be used to clearly deploy research work under the country’s set topics 4) Empowerment or strengthening of research capacities that lead to agency’s potential upgrade 5) Autonomy with Accountability – with freedom and mechanism to prevent political interference 6) Modern Management Agencies – even though under the ministry, each agency may have different achievement indicators according to the missions and the problems set 7) Flow and Collaborative – personnel can be moved with ease and there is a link between inside and outside agencies 8) Policy and Process Innovation – which understand the nature and risks of research where budgeting has been planned in line with the policy.
