KKU holds an online workshop on “Law and Process for Governing Disciplines in the University”

September 17, 2021 at 09:00 a.m. – Khon Kaen University by the Special Affairs Section and the Law Division of the Office of the President of KKU hold an online workshop on “Law and Process for Governing Disciplines in the University”. Assoc. Prof. Charnchai Panthongviriyakul, M.D., President of the University conveyed the opening speech, and Ajarn Natsamol Tanakulrungsarit, Assistant to the President for Special Affairs gave the reporting speech. The occasion was honored to have Khun Pranai Wanicchanon, President of the Supreme Administrative Court giving a special talk on “Law and Process for Governing Disciplines in the University”. Over 240 people attended the training which was carried out through KKU Zoom Video Conferencing and at Sarasin Room, Office of the President, Khon Kaen University.

Assoc. Prof. Charnchai Panthongviriyakul, M.D., President of Khon Kaen University said that workshop on “Law and Process for Governing Disciplines in the University” is meant to increase the knowledge and understanding of the laws in universities. The process of disciplinary operation is a principle mission that the authority must follow in accordance with the relevant law and regulations. The steps in doing this are clear, with the detailed procedures set for universities to implement. Khon Kaen University has laid our steps according to the Khon Kaen University Council’s regulations. When following the law and regulations, the operations that involve disciplinary aspects or punishment have impact on the rights, duties, and welfare of the respective individual. Thus, everything has to be carried out impartially and appropriately, taking into account the arising behaviors or actions. The disciplinary punishment order is a governing order. Therefore, all of the steps taken and the judgment of the authority must strictly follow the law.

“Khon Kaen University is aware of and sees that the law and the disciplinary process are the issue every one, the administrators, heads of departments, and officers dealing with the process must fully understand and have knowledge in this respect. If there is any pleading or condemnation that a person under the authority of the above-mentioned superiors has done something wrong, the latter should be able to act appropriately and accurately. The overall result is the efficiency of the University’s disciplinary work,” said the President.

Ajarn Natsamol Tanakulrungsarit, Assistant to the President for Special Affairs reported that this project has been carried out under the Action Plan for the fiscal year 2021 under the Strategy 10, Good Governance, Sub-Strategy 1, on Good Governance for all Units. The objective of this training is for the participants to receive the knowledge and understanding about law and disciplinary process that are correct. The University’s administration will then be in accordance with law and regulations. The participants included the University’s administrators, heads of divisions and sub-divisions, and relevant officers. It is expected that the participants will use the knowledge in their work according to the principle of good governance.

        

Khun Pranai Wanicchanon, President of the Supreme Administrative Court, who gave a special talk on, “Law and Process for Governing Disciplines in the University” mentioned in his talk that the topic would increase the knowledge in this issue and would be able to treat the officers under their responsibilities according to the right regulations, orders and laws. Administrators should learn about these, for if they neglect any issue and leave a case beyond its prescription, then they could be penalized instead. Such cases happen all the time. At present, there is new information related to court’s judgment and there are cases that should be studied. “If there is any special talk and lecture on the disciplinary process, university officers should try to attend. The more you train, the better it is for you. If you miss something, a problem may arise.”

“For example, if a person, who was a government official at that time, did something wrong like corruption, and nobody knew about it. Later, the person has resigned and the case is revealed; formerly, the organization would not be able to do anything related to law suit with the person. However, at present, according to the 2019 law amendment, the case could be taken as a disciplinary case and the person will be subject to disciplinary action. So you can see that there is always new information to keep you updated. It is useful and important to yourself as well as the University,” said the President of the Supreme Administrative Court.

The online workshop on “Law and Process for Governing Disciplines in the University” is held for two days on September 17 and September 20, 2021. The participants must enter the KKU Zoom Video Conferencing in order to attend. On September 20, 2021, there will be a talk on, “Guidelines for Investigation” by Mrs. La-ongdao Somdeeweeradet, Acting Director of the Law Division. Trainees will be doing activities, including learning and sharing. At the end there will be a post test and evaluation of the participants’ satisfaction.
